Introduction

The Physical Planning and Development Unit was established in 2002 at the inception of Adamawa State University, Mubi. The Unit is responsible for the Physical Development and provision of Infrastructures and equipment of the University. The Unit is currently headed by Ag. Director, Engr. E.B. Filli, MNSE, MNES.

MISSION STATEMENT
To provide quality infrastructure and conducive environment for learning, teaching and research in line with the University’s requirement.

VISION
The vision of the Unit is meeting the requirement of the Adamawa State University in terms of Infrastructural provision/development and equipment to facilitate smooth operation of academic activities.

PHILOSOPHY
The philosophy of the Unit derives its mandate from the general philosophy of the University, the adopted University Master Plan, National University Commission standards and professional ethics.

OBJECTIVES OF THE UNIT
The overall objective of the Unit is to provide physical infrastructural facility requirements of the University. Specific objectives include:

  • To provide classes and lecture theatres commensurate with students growth.
  • To provide laboratories equipped with relevant chemicals and up to date (modern) equipment for practical and research.
  • To provide comfortable and decent accommodation for staff and their families.
  • To provide decent hostels for student to meet up with population growth.
  • To provide clean and portable water to the University community.
  • To provide office accommodation to staff for easy operation of academic activities.
  • To provide a well furnished and equipped library.
  • To provide road network linking various Units and segments of the University.
  • To improve the aesthetic quality of the campus through landscaping, drainage e.t.c.
  • Provide security Fence and Gate to protect the University community and guard against trespassers to its land and assisting in preventing theft of the University properties.
  • To provide a befitting sports complex to cater for recreational needs and for a mental and physical fitness of staff and students.
  • Provide community facilities that will aid an effective communication within the University community and other security agencies.
  • To provide vehicle to Deans, Director, head of Department etc.
  • To provide farm structures e.g. Pen Houses, Screen Houses, Fish Ponds, etc.
  • To provide power supply to the University community.
  • To provide furniture and equipment.

Functions of the Unit

Director
  • Head of the Unit and is responsible to the Vice-Chancellor.
  • Co-ordinate and monitors the activities of staff of the Unit.
  • Coordinate and check all design proposals undertaken by the Physical Planning and Development.
  • General supervision of the implementation of all capital project undertaken by the Unit.
  • Advise the Management on all Physical Development and provision of Infrastructures and equipment of the University
Engineering Section
  • The section is directly responsible to the Director of the Unit.
  • Prepare proposal for engineering Structures and Services.
  • Inspection/checking of engineering drawing prepared by Consultants for implementation.
  • Supervision of construction works on site to ensure completion of work in accordance with design.
  • Co-ordinate the activities of the Consultants and the contractor on site to meet the set standard of the project.
  • Assist the Consultants and Contractor with necessary data and information that are required to accomplish project.
  • General Administrative work and contract management.
  • Preparation of contract documents.
Architectural Section
  • The section is directly responsible to the Director of the Unit.
  • Prepare Architectural proposal for building and other dated structures.
  • Inspection/checking of Architectural drawing prepared by Consultants for implementation.
  • Supervision of construction of building construction.
  • Co-ordinal the activities of the Consultants and Contractor during design and implementation of building construction.
  • Assist the consultant and Contractor with necessary data and information that are required to accomplish building projects.
  • General Administrative work contract management.
  • Preparation of contract/tender documents.
Campus Planning Section
  • The section is directly responsible to the Director of the Unit.
  • Interpretation of University Physical Master Plan in course of project implementation.
  • Supervision of review/amendment of the University physical Master Plan if the need arises.
  • Prepare design proposal for the landscape of physical environment.
  • Preparation of document/checking & inspection of landed properties during acquisition.
  • Waste management and other related environmental Challenges
  • General Administrative work and contract management.
  • Preparation of contract/tender documents
Quantity Surveying Section
  • The section is directly responsible to the Director of the Unit.
  • Preparation of estimate for building structures and other related projects.
  • Advise the Director Physical Planning and Development on cost control and Management.
  • Preparation of valuation certificate for payments to contractors based on the certification of work by the Engineer/architect.
  • General Administrative work and contract management.
  • Preparation of contract/tender documents.
